Sebelum melakukan impor, pastikan Anda telah mengumpulkan dokumen-dokumen yang diperlukan. Hal ini meliputi perjanjian bisnis dengan pihak supplier di luar negeri dan dokumen impor asli. Pastikan dokumen-dokumen ini sudah lengkap dan sah untuk mencegah masalah di kemudian hari.

2. Pembayaran Bea Masuk dan Pajak Impor

Impor barang ke Indonesia tidak lepas dari kewajiban membayar Bea Masuk dan Pajak Impor. Besaran bea masuk dan pajak impor akan bervariasi tergantung pada jenis dan nilai barang yang diimpor. Untuk membayar kewajiban ini, Anda dapat menggunakan bank yang telah bekerjasama dengan pemerintah untuk pembayaran pajak impor.

3. Pemberitahuan Impor Barang (PIB)

Setelah dokumen impor lengkap dan pembayaran dilakukan, Anda perlu memberitahukan impor barang kepada Bea Cukai melalui dokumen Pemberitahuan Impor Barang (PIB). Selain PIB, Anda juga harus melampirkan dokumen impor pelengkap yang diperlukan.

4. Penetapan Jalur Impor

  • Jalur hijau (tidak diperiksa).
  • Jalur merah (pemeriksaan fisik) .
  • Jalur prioritas (pemeriksaan yang cepat untuk barang tertentu).
  • Jalur kuning (pemeriksaan dokumen) .

Bea Cukai akan menetapkan jalur impor Anda setelah menerima PIB dan dokumen pendukung. Jalur ini menentukan jenis pemeriksaan yang akan dilakukan terhadap barang impor Anda. Terdapat beberapa jenis jalur yaitu:

5. Surat Persetujuan Pengeluaran Barang (SPPB)

Jika proses impor Anda disetujui oleh Bea Cukai, mereka akan menerbitkan Surat Persetujuan Pengeluaran Barang (SPPB). SPPB ini merupakan izin resmi bagi barang impor Anda untuk masuk ke wilayah Indonesia.

6. Pengangkutan Barang Impor

Setelah didapatkannya SPPB, barang impor dapat diangkut ke Kawasan Pabean dan dikirimkan ke tujuan sampai ke tempat Anda. Biasanya, untuk pengangkutan dalam negeri, digunakan transportasi darat seperti truk, bus, atau mobil.

Sales Contract atau Surat Kontrak Penjualan. Surat ini dibuat antara eksportir dan importir dan berfungsi sebagai dokumen perjanjian resmi yang mengatur persyaratan bisnis. Sales Contract pada umunya berisi hal-hal sebagi berikut:

  • Harga barang atau jasa yang diekspor.
  • Syarat pembayaran, termasuk waktu dan metode pembayaran.
  • Kualitas dan jumlah barang yang akan diekspor.
  • Cara pengangkutan dan pengiriman.
  • Asuransi dan tanggung jawab risiko selama pengiriman.
  • Ketentuan lain yang relevan untuk transaksi ekspor.

2. Penerbitan Letter of Credit (L/C)

Letter of Credit (L/C) adalah instrumen keuangan yang dijamin oleh bank yang digunakan untuk memastikan pembayaran yang aman dalam transaksi internasional. Berikut adalah langkah-langkah dalam penerbitan Letter of Credit:

  • Importir mengajukan permohonan pembukaan L/C kepada bank devisa.
  • Bank devisa membuka L/C di bank jaringannya di negara eksportir, yang biasanya disebut Advising Bank.
  • Advising Bank memverifikasi keabsahan dan kebenaran L/C dan mengirimkannya sebagai jaminan kepada eksportir.
  • Letter of Credit ini memberikan kepercayaan bagi eksportir bahwa pembayaran akan dilakukan oleh bank importir, selama persyaratan dalam L/C telah dipenuhi.

3. Penerbitan Cargo Shipment Process (Dokumen Pengapalan)

Setelah menerima L/C, eksportir harus melanjutkan dengan proses pengapalan barang. Berikut adalah langkah-langkahnya:

  • Eksportir memesan kapal atau menggunakan jasa perusahaan pengapalan yang khusus beroperasi untuk ekspor dan impor.
  • Eksportir harus membuat Pemberitahuan Ekspor Barang di Kantor Bea Cukai yang berlaku di pelabuhan keberangkatan.
  • Eksportir membayar pajak dan biaya lain yang sesuai dengan kontrak melalui Advising Bank.
  • Perusahaan pengapalan memuat barang dan memberikan bukti pengapalan kepada Advising Bank, yang selanjutnya disampaikan ke Bank Devisa.
  • Dokumen pengapalan ini mencakup informasi penting tentang barang yang diekspor dan merupakan syarat bagi importir untuk mengambil barang tersebut.

4. Pencairan Shipping Documents Negotiations Process (Klaim Atas Barang yang Sudah Dibayarkan Importir)

Setelah importir menerima dokumen pengapalan, eksportir harus menyusun dokumen lain sesuai dengan persyaratan L/C, seperti invoice, packing list, surat keterangan negara asal, dan dokumen lain yang relevan. Setelah dokumen lengkap, langkah selanjutnya adalah sebagai berikut:

  • Eksportir menyerahkan dokumen lengkap tersebut ke Advising Bank untuk mendapatkan pembayaran sesuai dengan L/C.
  • Advising Bank memeriksa kelengkapan dan keakuratan dokumen untuk memproses pembayaran eksportir.
  • Dokumen pengiriman yang lengkap kemudian dikirimkan ke bank devisa di negara importir untuk mendapatkan pembayaran.
  • Bank Devisa memeriksa dokumen tersebut dan melakukan pembayaran kepada eksportir.
  • Terakhir, Bank Devisa menyerahkan dokumen kepada importir untuk digunakan dalam proses pengambilan barang yang telah diimpor.

Prosedur ini memastikan bahwa setiap langkah dalam proses ekspor dipenuhi dan memungkinkan transaksi berjalan dengan lancar dan aman.
